This is how criminals and lawyers behave. A lawyer doesn't ask if their client is guilty of a crime because it would restrict any defense strategy they might consider. Deniability is the key. A criminal knows to provide no information and they want the flexibility to swear they know nothing.

In fact this administration and Republicans take pride in claiming ignorance.
