...they will block any attempts by Congressional Democrats to stop it.

Trump's already doing his delay, delay, delay thing in the courts with his "ballroom" fiasco, claiming that building it is "a matter of national security." That's his legal strategy. So if he got challenged in the courts over the Kennedy Center, he'd come up with some similar hogwash.
