The U.S. has for many years used its economic muscle to control other countries. They have done so because the stick always carried the carrot in front of it - meaning that part of this control was mutually beneficial.

Now the mob boss is just squeezing other counties with no mutual benefit other than saying in effect:

“Hey that’s a beautiful piece of technology we sold you. Be a shame if something happened to it.”
