Personally, I'd let the people buy anything in the store.
I got into an argument with a Lady I know about the above.
I told her "So, the Tax-Free institutions and churches and such certainly have more money (From not paying taxes)"
"With that extra money..are THEY allowed to buy candy and treats?"
She didn't say anything
