There are foreign nationals (typically they come from areas around US facilities, so it's easier for them to pass background checks) who join the US military for a chance for naturalization, but most who had been born outside the US are already naturalized as children, or they were adopted by US Citizens who may not yet have gotten the naturalization paperwork finished.
