any administration, ever. He fires people. People get run out from embarrassment of being huge fuckups. Others leave because they don't want to lose their license or end up in prison.

He's afraid to hire genuinely qualified people because he thinks they'll make him look dumb. (Actually, they don't play a part in that.)
