The Orange Turd said "I got the highest vote in the history of Texas, as you probably know, and we are entitled to five more seats."

So using his own argument, Newsom could argue since he got the highest vote total for governor and Kamala Harris got the highest vote total for President in 2024, they entitled to five more seats.
