Didn’t the SCOTUS rule on that kind of thing during the first maladministration of Cantaloupe Caligula the Corpulent? I remember he was sued over blocking people, and I wanna say that the rulings were, as a public official, he couldn’t do that, even on his personal account, because he used it as his primary method of communication with the public.
