In a sign of California’s widening anger at White House, including from the political center, the Los Angeles Civic Alliance, a coalition of business and civic leaders that for years has served as the voice of the establishment in the Los Angeles region, condemned the deployment of the National Guard in Southern California as an “unconstitutional action” on Monday and charged that the president had acted illegally.

“The issue here goes beyond Los Angeles or California: If the president of the United States can, without notice to the governor and without the constitutionally required request of the governor, send the military into our city, he can do so in any city in America at any time and for any reason he may conjure,” the group said in a rare public statement. The statement was signed by nearly two dozen civic leaders, including former chamber of commerce leaders, university officials, a former state treasurer, a former head of the University of California Board of Regents and heads of major Los Angeles nonprofits, law firms and ethnic media outlets.
