Presidents are elected primarily by a handful of swing states. They’re usually swing states because they’re not ideologically tied one way or the other. The classic pre Trump primary was running to your base in the primaries then moderate your views for the general election.

House representatives are elected every two years so they have to “bring home the bacon”. It’s part of their job. The districts are also mostly polarized. AOC likely wouldn’t get elected in too many other districts.

Finally, most cities are heavily democratic anyways. A republican is very unlikely to get elected mayor of NYC now. The Giuliani days are long gone.
