The $16 million figure is based on the the time required to complete the repairs. Application of Westheimer's Rule allows us to double the labor costs at a minimum. The urgency to repair the roads will not only double the time required, but it will also bring those labor costs at the overtime rate.

To estimate the time it takes to do a task: estimate the time you think it should take, multiply by 2, and change the unit of measure to the next highest unit. Thus we allocate 2 days for a one-hour task.
