or at least they used to - back in my management days I had an employee who was under stress from family issues, and it affecter their performance. I had her talk to HR, who recommended a leave of absence and some coping strategies. This was a large company, and their work could be split up among other people in the department.
But it doesn't work for elected officials: there's no one to step in and take their place if they can't do the job - and their constituents suffer for it.

He can retire if he feels that he can't or doesn't want to do the job anymore.
