Collins and Murkowski's issues with the bill are completely different from Johnson and Paul's. When Johnson says he thinks they have enough to force the changes, he's not talking about Collins & Murkowski. He's implying that there other unnamed Senators who agree that significant additional cuts are needed. I don't necessarily believe him on that but I do completely believe he won't vote for the bill without the changes. There are still others with issues (Hawley and Moran for 2) that it pretty much guarantees changes will have to be made to the House passed version to get the 50 votes it needs in the Senate. It remains to be seen what changes will be made in order to get those 50 votes. I suspect they will make more minor tweaks on medicaid and other issues to get the hooldouts and Johnson & Paul will vote against the final bill.
