If my memory serves, after he was convicted on the state charges, he agreed to plea guilty to the federal charges on the condition that he serve both sentences concurrently in a federal prison. Minnesota agreed to that deal.

Chauvin would probably decline a federal pardon if it meant him going to a state prison.
