By far the smartest thing to do would be to take it (since it's free) but deploy it for some other useful purpose that won't cost a fortune to retrofit it for. Hell, sell it to freaking United or some shit. What's Qatar going to do about it? If Trump's accounting is true that they're gifting it to the USA as 'payback' for 'defending their country', We The People should be to use it for whatever makes financial sense.

Turning it into AF1 when there's already one being built is a fucking ridiculous use of it.
