1. What, exactly, does the bill mean by "harm"?

And are minors going to report being "harmed" by so-called obscene works, or are they going to share them with their friends and hide them under their mattresses? And what's obscene, or are we going back to the old know-it-when-I-see-it standard? I remember the olden days when little boys would snicker over National Geographic's photos of naked African and Pacific Island people because breasts!
