This isn't 1970. Everything is electronic these days.

Unfortunately, since he was in the cockpit, that meant he had to go past the gate agents, flight attendants, and possibly the co-pilot for the flight. Any of those people could have said something, and maybe they did, but it is scary to think that no one might stand up and say something about this for fear of losing their job.
