Chump doesn't write his own speeches, they are composed by Stephen Miller and others. Sometimes Chump goes off the script, and then he really DOES sound like an idiot. He can't even complete a sentence without jumping off to the next thought. His vocabulary is that of a 4th or 5th-grader.

When the teleprompter is working properly, and when Chump is actually reading the script, he sounds like an 8th or 9th grader. And that's the effect that Stephen Miller wants America to have of him.

And sadly so are many Americans.
