However, I wish he would not use the word 'fulsome' to mean 'very full', which I think is what he means. Fulsome means 'distastefully excessive' according to my Funk and Wagnalls. Schiff is not the only one who misuses the word; it's a common error in news broadcasts. My 10th grade English teacher would have a fit when any of his pupils made an error like that.
