It's right there in the Geneva Conventions. Any use of military force to inflict massive damage and casualties numbering in the tens of thousands, including the deaths of civilian children via bombing and deliberate targeting by soldiers, shall be duly treated as "defensive" and "justified" if HAMAS is in any way involved. It's oddly specific.
I don't know why there is a debate about any of this.
