South Korean birthrate goes up for the first time in 9 years

I've been watching this on Japanese TV, so there is no link.

At any rate, the program I was watching was saying that there were several likely reasons for this increase:

1) The government was offering a generous gift for new births (converted into Japanese yen, it was 10 million yen, or about 66,000 USD)

2) Working mothers can get up to 2 years of maternal leave

3) Spacious apartments in Incheon, for example, can be as low as $30/month for young families.

Can you imagine this happening in the US?
