It's not a commandment or anything, but it is clearly illustrated in the very earliest stories. In the Garden of Eden story, Adam blames Eve for enticing him to eat the fruit. Eve wasn't even told directly by God not to do it, only Adam was. Faced with the results of his own negligence, God blames them for this even though they had no way of knowing what they did was wrong until after they did it. God then proceeds to punish everyone who hasn't been born yet, as if they are somehow responsible. That's just the first few examples.

Its not its a systemic thing or anything.

It's adorable how Catholic clergy think they have any kind of moral standing to preach to the rest of us about anything.

If the full extent of the abuse and cover-up were known, I suspect that the entire church's hierarchy would have its blame revealed. For that reason, alone, the long, long scandal has to be covered up carefully.

And so it has been, until recently. Now, the state has become involved in many places, however. The bankruptcies and other attempts to shield the highest levels of the patriarchal hierarchy go on apace. That may well not be enough, though. The Roman Catholic Church does not have immunity against criminal acts in the United States, nor in many other western nations.

If things go as they should, investigations will reveal an expanding network of guilt that leads clear to the top of the RCC's organization. Knowledge of these heinous acts against children in every diocese is universal, I suspect. The result, if everything goes as it should, could lead to the end of the RCC as we now know it.

There is far more to be revealed than has yet been revealed, I'm certain.
