On the mile & a half tracks (like Chicagoland Speedway), it's 60 & on super speedway it's 70mph.
Throwing something at a car going 50 seems ridiculously dangerous to the driver of the target car.

I hope this goes beyond just a fine. A lengthy suspension is in order.
