Kim Jong Un and Vladimir Putin seem to be meeting each other's needs. Russia's leader reportedly has access to North Korean troops as well as ammunition for his full-scale war against Ukraine. And the North Korean leader has a backer who seems keen to evade international sanctions. The new bond could shift global geopolitics with China also in the mix.
