In the first case, surely not, in the second, maybe.
In Norway, because they basically use hydroelectricity for most of their power, the climate effects of electric cars are certainly lower on than ICE cars, although as I reported elsewhere, this is hardly the case in many other places, including where I live:

Of course, Norway is a major supplier of electricity to that coal dependent hellhole Germany during episodes of Dunkelflaute
They're not happy about the effects of the effect on domestic electricity prices that selling electricity to Germany to keep the lights on in antinuke heaven has:

(1,161 posts)They have 5.5 million people that benefit from their sovereign wealth fund of close to $2 trillion. Free health care and education through college.
Oslo is just over 1 million and the next 3 largest cities are less then 350 miles away. I'm sure EV's work just find there. And as been pointed out above - their electricity is mostly hydro with some wind as well.
Just went thru a snow event where I live, my 2021 Tesla Model Y Dual Motor worked just fine on snow and ice. Did lose some range on the days of single digits but I charge at home so no big deal.
