2022 against Van Hollen-D?
2024-(OPEN Seat- Cardin-D retires, Democratic nominee is either John Sarbanes-D or Anthony Brown-D).?

My guess is that he wants to burnish his credentials for a future presidential bid - in which case the same would apply.
