The can story made the news here in Japan
16階建てビルの倒壊によって露出したコンクリートの柱などの中に、複数のサラダ油や塗料の缶が埋め込まれているのが見つかった。台湾内政部(内政省)は、手抜き工事の可能性があるかどうか調査する方針だ
"It was found that concrete pillars, etc., that were exposed when the 16-story building collapsed, had been stuffed with cooking oil and paint cans. The Taiwan Interior Ministry is planning to examine whether or not there was corner-cutting during the construction."

I saw that picture before and didn't realize those were oil cans!
