The "neo" part is just for public consumption; to make them seem a little less genuine.
I mean, is there such a thing as a neo-asshole, or a neo-jackass?
Or, is there any such thing as neo-hate?
No, drop the "neo" bullshit, and call it what iti is.
These foul beasts would love to kill some people; they train for it and prepare for the day they can kill with impunity.
