Report details 'unprofessional conduct' by Shasta County Elections Clerk Clint Curtis
REDDING, Calif. An outside investigation released on Friday, May 1, found sustained allegations of inappropriate and unprofessional conduct by Shasta County Clerk and Registrar of Voters Clint Curtis, including demeaning comments to employees that referenced violence, minimizing staff work and making appearance-and gender-related comments.
Curtis appeared before the Shasta County Board of Supervisors on Tuesday, where he refuted any claims of wrongdoing.
The redacted 170-page report from the Oppenheimer Investigations Group of Oakland concluded that even if the comments were intended as humor, they violated workplace professionalism standards.
The investigation described what it called a major finding: the conduct resulted in low morale, tension and polarization among staff members, and employees were reluctant to speak openly.
