I've had a lot of cats over the years, and none of them ever sounded like him.
A very unique cat.

The first thing I'd do is make sure a good vet checks him out thoroughly. A lot of cats may vocalize if they have something wrong internally.

That side-of-mouth chewing is, I think, a way of them expressing their salivary glands, or it could be irritated gums.

Kudos to the adoptive mom!
