me nuts but I give up on my anger sometimes and watch the videos because they are of animals. This one is particularly great and I don't like Christmas.

Maybe I'm missing context, but I've never seen this and I immediately wonder if you have something else going with your system.

and I can't click it off. I have to wait until the damn thing takes itself off. If I click on anything on it the entire page turns into msn and I have to wait for it to remove itself.

I know this sounds wako but that is what happens.

There's a three-dot settings button somewhere in there that will help. I'd go poking around there looking for things referencing MSN. If you go on Google and ask Gemini something like, "I use Chrome, but many times this red banner that is from MSN slides across my screen and I can't click it off. If I click on anything, the entire page turns into MSN and I have to wait for it to remove itself. What is causing this behavior and how do I stop it?" It will give some useful directions.
