Across the river from DC, in Alexandria, Virginia, if a call comes into 911 and an EMS unit is dispatched, it will be a truck labeled "Basic Life Support" or "Advanced Life Support." That doesn't mean that if someone ends up getting transported to the hospital he'll be sent to an ICU and put on life support. He might just end up in the emergency room, where he's treated and released.
I'd like some verification from DC FEMS before I put any faith into this Newsweek article.

All that indicates is the level of support DC FEMS is capable of providing during transport to a hospital. EMT? Paramedic? How many?
Once you get to the hospital, who knows how you'll end up.
