(CNN) At least 22 people were killed and 124 others injured by Israeli forces in southern Lebanon, the Lebanese Health Ministry said, as residents of villages near the border defied orders by Israels military not to return to their homes.
The deaths come as a deadline expired Sunday for Israel to withdraw forces from the area, as part of a ceasefire agreement that ended months of conflict with Hezbollah.
Under the November ceasefire agreement, both Israeli and Hezbollah forces agreed to withdraw from southern Lebanon by January 26, the end of a 60-day period stipulated in the deal.
But Israels government said Friday that the military would not withdraw all of its forces from southern Lebanon by Sundays deadline, blaming Lebanon for failing to uphold its end of the agreement. The Lebanese army in turn accused Israel of procrastination.
Lebanons Ministry of Public Health said the Israeli military launched attacks on Lebanese citizens on Sunday attempting to enter towns still occupied by Israeli forces.

(27,922 posts)The ceasefire deal was for Hezbolah to pull back beyond a certain line and the Israel was to withdraw... followed by a UN force (UNIFIL) and lastly some Lebanese Armed Forces which would ensure that Hezbolah did not return to the area near the border.
Step one has not occurred, so it is not surprising that subsequent steps are not complete either.

(11,562 posts)In recent days, Hezbollah's TV station Al Manar appeared to encourage people to return south and, in some places, convoys arrived waving the yellow and green flag of the group.
And this:
Members of the 810th Mountains Regional Brigade located and seized anti-tank missiles and launchers, rocket launchers, machine guns, and other weapons, it said.
The IDF is still deployed to some areas of southern Lebanon, in accordance with the ceasefire agreement.
Israel has accused Hezbollah of violating the ceasefire hundreds of times with terror operatives moving ammunition, attempting to attack Israeli soldiers, and preparing to launch rockets toward northern Israel among other things.
