Trump calls on the federal government to recognize North Carolina's Lumbee Tribe

President Trump on Thursday signed a memorandum asking the Department of the Interior to move towards fully recognizing the Lumbee Tribe of North Carolina as Native American. It's a move that could provide legitimacy and federal benefits to the tribe, whose identity has long been scrutinized by other Native groups.

The Lumbee Tribe has more than 55,000 members, making it one of the largest Native groups in the United States. Located in the impoverished and diverse Robeson County, Trump had pledged during his 2024 campaign to recognize the tribe and won the county with 63% of the vote.

"I love the Lumbee Tribe," Trump said to reporters before signing the order. "They were with me all the way."

The tribe has long sought recognition by the federal government to classify them as Native American, which would grant them resources like federal funds towards housing and education.

The Lumbee Tribe was recognized by North Carolina in 1885. In 1956, the U.S. Congress passed the Lumbee Act, which recognized the Lumbees as being American Indians but denied them the benefits of a federally recognized tribe.[12]

However, historical records show that many of the progenitors of the Lumbee were recorded as being Native Americans.[7][8] Free people of color in the American South were primarily African or Native American.[a][10]

Sounds like they were marking themselves as "Indian" in the 1840 census.

there wasn't always DNA. SO many people in the US mistakenly believe they are indigenous, because for generations that was the story being told about them.

I'm more inclined to believe that they gave him a big fat bribe and want to build a casino.

That’s why he’s doing this cause they’re not really native American Indians. They’re just some hodgepodge group of people that came together and the Jim Crow era to avoid being classified as black.

They should not be given Federal recognition as Native American because the majority clearly have no Native American ancestry and genetics proves it. President Biden apparently expressed support for giving them Federal recognition during the campaign in 2020, but it obviously never happened. I have to assume that Biden subsequently learned that their Native American claim was primarily fraudulent and changed his mind.

They voted overwhelmingly for Trump but I have to believe there is some other quid pro quo involved here for Trump to take action. He's not doing this unless he gets something out of it, and he already got their votes so that is meaningless to him moving forward.

Blood quanta is the most common method used to define membership in a Tribe.

Blood quanta for individuals will decrease with each generation because of simple math. Blood quanta will remain the same as the parents if both parents have an equal blood quanta but their offspring will have a lower blood quanta if one parent has a higher blood quanta than the other eg 1/4 and 1/4 have a child that is 1/4 (and no more) but if 1/4 and 1/8 then the child is 3/16.

Family trees, if available, may not actually show the actual father(s).

There are times and places where Native American ancestry is denied or exaggerated for various reasons.

In some Tribes there is a tiered method of membership, members with full benefits and "descendants" with less than full membership, this means a child of a Tribe member may be called a "descendent" because of too low blood quanta. Politics or even bigotry regards ancestors of a mix pf Tribe or race in an individual's family tree or looks occurs at times regards membership.

Current genetic tests do not answer the question.

My opinion is that some combination of Dawes Act and modifications plus culture and self-identification plus the inexact estimate of blood quanta used in a determinate manner be used specific to each Tribe (as Tribes have sovereignty and vary in method of determining membership). https://en.wikipedia.org/wiki/Dawes_Act

I live in a precinct where 50% of the Eastern Band of Cherokee Indians vote.

They have been working for years to keep the Lumbee people from getting recognized.

The Cherokee vote went for Trump this time.

Elections have consequences.

Both Harris and Trump though support federal recognition for the Lumbees.

“If I’m elected in November I will sign legislation granting the great Lumbee Tribe the recognition it deserves,” Trump said during a rally in September in Wilmington, North Carolina.

The challenge for Trump and Harris is that in order to sign the legislation, Congress has to pass it, and that has consistently not happened.

Both Trump and Harris supported recognition in 2020, and Harris is pushing for it again. A campaign spokesperson said “she will continue to push Congress as she stands with them in that fight.”

Over the weekend former President Bill Clinton posted photos of him meeting with Lumbee leaders on X, formerly Twitter. In the post he said Harris “will fight for long overdue federal recognition for the Lumbee Tribe as president.”
