I know wood has obviously different properties than concrete, but I know you shouldn't apply coatings of any kind over saturated wood, because when the moisture gasses out, it delaminates the paint. I would think similar principles apply. Having done a little fact finding, it seems the pool should have been drained, fully cleaned, fully dried, etched, vacuumed out, and only then should the under-sealer and epoxy have been applied. Moreover, the feeder pipes should have been shocked and purged prior to refilling. It's like everything the SOB touches - half assed. No doubt the contractor laughed all the way to the bank.
