Where does the proposed $300 billion "reconstruction fund" com from??

If this deal goes thru—-Does Trump expect the US Taxpayers to be holding the bag
For his failures?? Am I missing something here??

he can't just write a 300 billion check to Iran without approval of this deal from Congress and i very much look forward to the rethugs up for election explaining that to their voters..........
