DLCC Strategy for Democrats to Push Back on GOP Gerrymandering Following Attacks on VRA

PRESS RELEASE

WASHINGTON — Today, the Democratic Legislative Campaign Committee unveiled a new memo outlining our national strategy to increase Democratic control of state legislatures to counter rampant GOP gerrymandering after the Voting Rights Act was gutted. The DLCC’s Target Map identifies where Democratic majorities and supermajorities can empower Democrats to draw maps and protect our democracy. The data shows Democrats have a historic opportunity to flip hundreds of seats across the country this November, and the DLCC’s work since the start of the cycle is positioning state Democrats to create durable power and transform the redistricting landscape.

Memo highlights:

- The DLCC is protecting and targeting new majorities in six states this November to put Democrats on offense or defend against GOP efforts to rig maps – including Minnesota, Wisconsin, Pennsylvania, New Hampshire, Arizona, and Michigan. These core battlegrounds will have the greatest impact on shaping what’s possible for Democrats’ redistricting efforts in both 2028 and 2030.

- We are targeting new Democratic supermajorities in three states to empower Democrats to amend state constitutions or overcome Republican opposition to open the path towards redistricting. In Nevada, Oregon, and Washington, Democratic supermajorities would ensure critical benchmarks of power are reached to go on offense around redistricting.

- We are supporting current Democratic majorities in states where redistricting is on the table. New York and Colorado already have efforts underway, and the DLCC will continue to support Democratic majorities in Maryland and New Jersey around potential redistricting efforts.

- We remain committed to taking advantage of November’s favorable environment for Democrats to make inroads in states facing GOP gerrymandering threats.

Democratic Legislative Campaign Committee President Heather Williams issued the following statement:

“The gutting of the Voting Rights Act by the Supreme Court is a grievous erosion of civil rights, reversing generations of progress toward a fair and equal democracy. Alongside Trump’s mid-decade redistricting push, the Callais decision has increased the urgency and importance of building state power like never before, and our statehouses are now the most critical battlegrounds for the future of our democracy. The DLCC’s strategy and Target Map chart the path in this new landscape, prioritizing opportunities to build power both now and for the future. By winning key races, flipping majorities, and putting more Democrats in power, the DLCC is building the power needed to counteract GOP gerrymandering.”
