A 100 per cent reduction of 9 takes it to zero, a 200 per cent reduction of 9 takes it to -9.

Taking it from 9 to 3 is a reduction of approximately 66.67%.

That's minus 9. Then he replaced them with 3. That's 300 percent.

This is all extremely basic maths.

Everything about all the problems we have now economically go back to Regan and his BS trickle down economics theory.
