I believe that's without the votes at embassies and consulates, which are included on a future day. Whether they're in the 2.26%, I'm not sure; they're said to be heavily pro-Fidesz, but from the link on that page, their total turnout looks around 90,000, and I think they get rolled into the PR section, where 90,000 could only give a maximum of 2 seats more to Fidesz. So I reckon the 2/3 majority is safe.

Not quite sure how that worked when Fidesz got 84% of the postal vote, but it's good - he's not at the mercy of losing the supermajority to defectors, deaths etc.
