He hasn't had a policy thought in his life. Everything is a one-on-one fight between two people. That's all he understands. So, in this sense, he doesn't care about (policy) consequences at all: there's a fight, you either win or lose. Period.

It is a deeply childish belief, but he thinks like a child, so that's not surprising.

More surprising are those abetting his nonsense by trying to leverage his limited understanding for their own purposes. They have the power to stop his depredations on this and other countries by impeaching him and removing him from office. Either they love what he is doing (my theory per Tom Cotton's remarks) or they fear his retaliation. Such possible retaliation could be moot if we actually had a DOJ willing to enforce the law and prosecute him.
