Applegrove: apparently they were Cuban (Americans?). My best guess is they wanted to start a revolution in order to get control of all the Cuban property that was confiscated from their families by Castro. And they wanted to get on the ground floor of said revolution.

Aboard the Florida-registered vessel, four were killed and six were injured in the gunfight; the commander of the Ministry of the Interior vessel was wounded in the gunfight, Cuba said.
"In the face of current challenges, Cuba reaffirms its determination to protect its territorial waters, based on the principle that national defense is a fundamental pillar of the Cuban State in safeguarding its sovereignty and ensuring stability in the region," Cuban authorities said. "Investigations by the competent authorities continue in order to fully clarify the events."

The Cuban authorities DO NOT mess around.
Im not defending Cuba or saying the dead deserved to be slaughtered. But that was a foolish thing to do.

A speed boat is not a fishing boat. What were they doing?
