I would have driven by and yelled 'Hey, you can't park there!' and then drove on. I'm sure the resulting laughter would have raised his morale considerably.

you see the flag and it all makes sense. I’d set out a camping chair on a nearby sand dune, pull out a thermos of coffee, look up the tide tables on my phone, and watch.
