If their cargo is still refused at the docks, etc., then they sue big time.
Reimbursement is another matter altogether.

One law caps the tariffs he can impose at 10-15%.
Some of the sector tariffs, such as steel, aluminum, lumber and auto parts are not affected by this ruling, as they werent imposed using the fake emergency under IEEPA, and so will remain in place,
