The difference is that he's in a much better position to know. He didn't state how he knew there were aliens. I don't think this response is part of a cover up. The "conspiracy" he was talking about is likely real. There is a documentary called Age of Disclosure that discusses exactly how it works with named sources.

That would make me tend to believe that statistically there MUST be intelligent life out there.

But, that is only the part of the universe. Estimates are that the unobservable part of the universe is 15 million times the volume of what we can see.

To quote Douglas Adams:

Space is big. You just won't believe how vastly, hugely, mind-bogglingly big it is. I mean, you may think it's a long way down the road to the chemist's, but that's just peanuts to space.
