Not having the sufficient amount of votes to legislatively stop Trump from doing most anything on their own initiative.

Republicans are letting Trump do what he wants. In no way would Democrats allow any of this in a majority, and it makes little sense to think they don't have just as much interest in stopping Trump as anyone else, or aren't doing everything they can to that end.
