Charges couldn't be filed against Whiskey Pete (hereafter I'm calling him WPK) without the DOJ being involved which won't happen because. I've seen articles regarding other nations, the UN, etc... bringing about war crimes or other charges, but not sure how that could impact anything. Also, couldn't Dump just say that HE made the order to kill the survivors and bomb the boats?
