Ridicule is the best weapon against authoritarians.

We have plenty of military muscle to capture these boats without killing all on board and destroying all evidence.... If evidence of the drugs exists.

And anyone who follows his instructions is an accomplice.

Our military (putting their lives on the line) firing on small boats from from great distance with military hardware designed for actual war. Even if these boats are carrying drugs which nobody will ever be able to prove if we kill everybody on board without evidence of crime. Kegsbreath knows that if he ordered them stopped then killed them all individualy our military would not comply but from a distance with the push of a button murder doesn't seem so personal.

They did as they were told. They are continually murdering people for the most ridiculous reasons. They bring drugs? Prove it. They can't. The officer who passed the order down to the enlisted man. The military persons who actually let lose the weapons. They are all accomplices in murder. Let's hope they have some kind of excuses.
