Probably claim that the Straits of Mackinac lead to Lake Huron which
does touch Canada, but that's a hell of a lot longer than 100 miles.

As far as the enforcement zone is concerned. This isn't new. The justification has always been that a boat can travel from Canada to anywhere on the shores of Lake Michigan without stopping at any controlled access point.
