The tariffs are on Canadian goods, US consumers pay them.

The purpose of a tariff is to reduce imports. Cutting imports off would not change the purpose of them.

With approximately 12% of US imports coming from Canada I think you overestimate the effect an embargo would have on the US economy. Would it cause difficulties- yes, Devastating?- unlikely
