President Donald Trump insists hes getting a free, very expensive airplane from Qatars royal family. But its not much of a gift for the American taxpayer, Politico reports.
The Qatari Defense Ministry is talking to the White House about transferring the luxury-configured Boeing jet to the Pentagon, which would oversee its retrofitting into a makeshift Air Force One. But a private contractor would have to rip it apart to turn the jet into a flying White House for the president with secure communications and classified upgrades, according to former Air Force officials and lawmakers, an expensive and complicated prospect that could cost taxpayers hundreds of millions of dollars.

There is no doubt this is a personal gift to Trump and, therefore, a violation of the Emoluments Clause.

(52,898 posts)Trump's claimed justification for wanting this jet is that it's taking too long for Boeing to convert the two 747s into VC-25Bs. This is understandable: not only are they having trouble getting enough people cleared to Yankee White so they can do the work. the work essentially involves stripping the jets down to the frame and completely rebuilding them. It would have been ultimately cheaper to do new-build and let Boeing convert the Transaero planes into freighters - which is what the last few 747s made were.
It's going to take even longer to convert the Qatari Bribe into a usable executive transport than it is to convert the Transaero planes because this one's gaudier.
Another huge issue: The Air Force unit responsible for presidential transport has at least two examples of every type in their fleet. By accepting this aircraft and using it as Air Force One, they'll only have one 747. That won't work.

If you look at it with the business savvy* of Trump, were actually making hundreds of millions of dollars off this deal!

(174,901 posts)Plane has been available on an unprotected runway for a long time for various groups to plant spyware and tracking devices. This plane may have to stripped down to the frame to check for extra hardware/spyware. It will NOT be cheap to get this plane to be ready to be Air Force One.

They said that accepting the 13-year-old jet would likely cost U.S. taxpayers hundreds of millions of dollars over time, noting that refurbishing the commercial plane would exceed its current value of $400 million. The project might also not be completed by the end of Trumps term in 2029, at which time the plane is expected to be handed over to Trumps presidential library foundation.
Richard Aboulafia, an analyst and consultant on commercial and military aviation, said he thought turning the Qatari jetliner into Air Force One would cost billions and take years.
Youre taking a 747, disassembling it, reassembling it, and then jacking it up to a very high level, said Aboulafia, a managing director at AeroDynamic Advisory, a consulting firm......
The Qatari jumbo jet would have to be effectively dismantled, part by part, to ensure there were no listening devices, spyware or other security vulnerabilities that could allow foreign powers to eavesdrop on the presidents plane.
It would then have to be fitted with costly, sophisticated systems for secure government communications, midair refueling, missile defense, countering electronic jamming and protecting against electro-magnetic pulse attack. There would likely need to be quarters added for White House medical staff and the Secret Service.
